On Yak’s Bend borderlands, I got disconnected when trying to waypoint into our citadel, with error code: 7:11:3:191:101. Also, I tried to waypoint to an uncontested Garrison and nothing happened. Other players are having similar issues as well, disconnecting when they go through the glowy portals, for example.
ETA: I just got lagged out in YBBL Bay, with the same error code.
