Not sure if this NPC was introduced with the rebuilding of LA, but near the BL NPCs there’s a char who’s smashing some rocks but if you look closely he has no mining pick equipped. Unless he’s pretending he’s working, then I’ll totally understand.

I know it’s a very minor thing to complain about but it drives me crazy every time I see it

It’s possible to be a minor rendering glitch at your end too, unless it always happens. I have seen similar things at Silverwastes, where one day a few workers would be there doing things with no tools, effects or stuff but another day they would show up correctly with tools and stuff. That’s why I said it may be render glitches at your end.

I see it all the time. Doesnt seem to change no matter what graphical settings I’m using.

There seems to be several NPCs missing tools. Even Gaile posted about it in a thread, some time ago.
