While holding right click, which I do a lot, you would expect the mouse wheel to zoom in and out. Depending on where you move the mouse, it can end up zooming on the map or scrolling chat instead.

Yes – absolutely the same for me. Additionally, when holding the right mouse button the left mouse button doesn’t register clicks.
