Why quicknees by Mesmer furious Interruption (when you interrupt a foe) or other way, doesn’t affect mantra incantation?

And why mand stab ( 3 gs) can’t be used in movement?
bcuz AN is busy, making skill for thief that allows them to kill anyone on the map in one hit.
