I found a bug with this quest. Sometimes the Wild Crabs will spawn near the water edge. If you swim and collect the crab, it will disappear once your on land again. This will cause you to lose the crab and make you unable to pick up any more Wild Crabs or send the crab to the NPC.
The only solution is to relog.
