Just a reminder to devs, as I have not seen a single response from them acknowledging this issue.
Sitting on 29/30 after doing them all after something happened near the start I think I posted to DR before it picked up the loot or the loot chest was already opened.
To be honest I think it was silly to make it trigger from the chests and not simply from reaching the top.
I hope there is a dev response. I thought it would be fine on day 2 if the chests were going to reset along with the dailies but nope :/
So at the moment I am screwed with others as well.
I think I may have hit this issue as well, with the tower near the Monastery in Queensdale. When I first got to it it was already opened, and has remained so. I am only at ten towers but I think I should be at 11 counting that one.

I’m slightly opposite to Ohoni: I did a few zones of balloon towers. I could go to both towers in a zone and open the chest (or do the event to open the tower to get the chest). I zoned into Queensdale near the monastery by chance, and found the tower there, huzzah. Then there was an escort to the other tower, helpful as I hadn’t yet spotted it on the map. When I got to the tower by the little trading island south of Shaemoor Garrison, the chest was already open. I absolutely had not been near it yet post patch.
Also in Gendarren Fields last evening there was a huge red and black airship hovering over the meadows south of Ascalon Settlement with Aetherblade morale at 75% or so and no pirates in sight. Thus that tower remained locked out.
All this on Tarnished Coast.
Has anyone checked if guesting or alting lets you get at a tower your main couldn’t reach?
So OP is stating that he has visited ALL 42 towers and only has 29 count? While I too would like a Dev statement on the “open chest” reports, I find it hard to fathom that 13 towers had this bug.
Speculation at this point indicates that the open chests are due to accidentally traveling from the tower (due to the closeness of the travel activation and the chest), before opening the chest, but I have seen far too many people reporting that they acceded a tower they have never visited before to find the chest open to think they could all be mistaken in some way.
I’ve never even seen any comment about if the chests will ever reset or if there will just be a bunch of locked towers for 3 weeks (after everyone visits the majority of them the first week). Once the chest is opened, why would anyone ever bother with that tower ever again?

42…wait a moment, for some reason I stopped after 30 towers, seems I completely forgot about some other maps. Decided to take a peak did a random one I didn’t go out and pinged my last tower. Silly me. Well thanks for solving my issue for me.
I can confirm this bug after just one tower – the other one in the region doesn’t register (chest is open). Going to check another region now and see what state those towers are in.
Yes, there are more than 30 total towers, so while this bug is annoying it should not actually prevent anyone from completing the achievement. The chests will NEVER respawn. It will take me a bit to track the Dev response on this issue, but according to the dev until you finish the achievement you can’t go back.
I have the same problem. Did one tower then ran over to the one by the Monastery. I did the escort and ran to the top of the tower and the chest was already open too. And although I have been to 2 towers, it only has me registered as doing 1
We’re having the same issue with the tower in Queensdale. Last night passing through, we stopped at our first tower, north of the monastery. We got our chest and took the balloon to DR. Today since it was the daily and we still in DR, we decided to get the second chest in Queensdale, and went to Crossing wp and headed east. We climbed the tower, found the chest already open. We could not loot it, and were still at 1/5 for the Balloon Tourist achievement. We tried riding the balloon to DR and coming back, but nothing changed. Still 1/5, still can’t loot the chest.
This appears to be the same bug as the dragon pinata from the Dragon Bash event; if you loot the chest at the same time as another player, you may not get the loot and won’t get progress on the achievement. I had this happen in Queensdale.

I can see the Magnificent Chest from downstairs, but when i go upstairs, the chest is opened and i didnt get the Ballon Tower Tourist point.

The chest near Alter Brook Trading Post in Queensdale was already opened when I walked up to it. It was the second balloon tower I went to. I’m fairly sure I heard the chest open right as I was climbing up the stairs, but that could have been another player.
Same thing in Queensdale for me. Opened one and went to the other and it was already open. I did travel from that tower previously without opening the chest.
Similar issue for me. About 1/3 of the chest on the balloon towers are already open when I get up to them. However, for me, this doesn’t seem to affect the count of how many towers I’ve visited. I’m just out the loot.

Not in my case(I’ve only visited 31 of the towers). Since it was already opened by the time I get to the top of the tower there was never a chance to open it at the same time as someone else.

I then triggered the event, which was to kill the queen’s champion. While fighting it along with one or two others I died. I was then revived and we finished fighting the queen’s champion. When it was defeated we all ran to the tower. Someone made it to the top before me, I heard the sound of a chest opening but when I got to the top it was already open, despite not being open earlier!
I have tried doing these four towers repeatedly in the hopes of it working but it won’t!

Just adding a note but all chests will appear unopened until you get to the top of the tower. Even ones you know you have already opened before.
That’s not the case for me. As my edit says (which is in your quote so I assume you read…), when I go back to this one tower (I only checked the one), the chest now shows as open before I get to the top.
I’m hearing the chest-open sound and seeing them already open quite a lot today (well, it’s yesterday now – August 17th), and am wondering if I’ll even FIND three more that are willing to credit me, at this rate.
I’ve been to several towers now and the chests are always opened at the top, even when i explore a new area for it.
However i just explored a new level zone and finally got to open a chest. (I’m a fail mesmer and had been sticking to the starter zones, but went to a higher lvl area for this one)
Also having this issue on Jade Quarry server. I’ve only visited about 6 towers so far, but only 2 have had a chest I can loot. I’ve done the escort and champion for most towers I’ve come across as well, neither of those resets it.
I can target the chests from the ground, but halfway up I lose target and they’re untouchable when I’m up top. Now that I know there are significantly more than 30, I’ll keep poking around, but having 2/3 of the towers I’ve hit so far not work isn’t a good starting point.
