The suspicious location for one of the ghosts in the hunt, in Blackroot Cut, spawns not on the ground but in the air. When you jump to the roof and use it, it moves behind the roof, although this is difficult to spot as most of the time it doesn’t show up.

If you get across and use it, it gives a couple of treat bags but no skeleton spawns to point the way. The ghost nearby does appear however if you know where to go after you’ve done this.

Not actually a bug.
First, you are very close, but that’s not quite the location of the ghost.
The point you highlighted is also reachable with a little creative jumping, but just yields a small side reward.
