The recipe is for Artificer, so unless you have Artificer on that character it will not show up.

….and it all recipe sheets clearly show what crafts may use it (and what level they need to be to use it).

Just to make sure: Did you double-click och the recipe sheet to learn it or did you just buy it?

If you double-clicked it, did you have your bank open at the time? If so, check your bank.

Have you tried ‘searching’ for it on your Artificer Crafting Production Pane? Or, at least, Rare items?
