Guild Wars 2

I can’t seem to apply runes to my armor anymore. I use to be able to overide old runes with new ones. I just hit 60 and wanted to apply some level 60 runes but it does not seem to be working. My armor is fully repaired and when I click on the rune to apply it does not show anything in blue anymore.

Items should be lvl 60 not you
