So I made a few +7 Agony infusions to put them on my armor that currently have +5 Agony Infusions on them. But it’s not letting me. According to the wiki at the bottom:

Alternatively, you can replace existing infusions with a new one.

Which is exactly what I want to do, replace my old +5 with the new +7s. Hopefully it isn’t intended that I should be using an upgrade extractor on all my armor just so I can replace the +5 with my new +7 infusions cause then you’re really crazy :P

it isn’t a bug. You can’t use those infusion for amor; i copy from wiki:

“There are only three gear slots that can currently hold Agony Infusions: the two ring slots and the back item”

The infusions you need for your armor are these: http://wiki.guildwars2.com/wiki/Infusion#List_of_infusions (offensive, defensive, utility) it depends on your armor what infusion it needs

The issue is that the nomenclature used by ANet is horribly confusing.

• There are three types of infusions:
  • Versatile Simple Infusion — uses an Infusion slot
  • Fine infusion — also uses an Infusion slot
  • Agony Infusion — uses the Agony Infusion slot.
• There are two types of Ascended gear:
  • Ascended gear, which has an (ordinary) infusion slot (two for 2H-weapons).
  • Infused ascended gear, which has an Agony Infusion slot

So you can increase agony resistance by adding simple or fine infusions with agony resistance to an infusion slot on uninfused Ascended gear or by adding Agony Infusions to an Agony Infusion slot on infused ascended gear.

But you can’t add Agony Infusions to an infusion slot or infusions with agony resistance to the extra Agony Infusion slot on Infused gear.

So simple that almost no one understands it!
