Can't assign both "show names" to same key
I don’t remember ever being able to assign a single hotkey to two different functions. For me, the old function is always removed as the new one is assigned.
I’d like to be able to perhaps assign one key to both function, my hand gets so cramped holding both ctrl and alt down all the time. It is much less necessary in GW2 than it was in GW1, but I still find myself doing it quite often.
Just a suggestion…if you are holding both keys down all the time, why not just set the options to show ally names, enemy names or both without the need of a key press?

because i don’t always want to see them. they cause too much screen clutter if always on.

My post above was referring to this^ post, more than any other. Sorry for forgetting to quote.
I don’t believe it has ever been possible to assign to functions to the same key. Whenever I have tried to do that in the past, I get a message stating that key is already assigned, do I want to assign a different function to it now?
And I’m not holding it down all the time, it was hyperbole. But a large enough amount of time that it affects my hand cramping. Alternatively Anet could really just let us choose the things we want to see all the time, or the things we want to see when we hold down the button. It isn’t the always the enemy and ally name plates.

There are times you might want these things, and times you might want them off. There is no toggle functionality other than holding down the keys, unfortunately.
Furthermore, holding the show enemy names key has different functionality than the show enemy names checkbox. The key will show the names of neutral items. The checkbox will not.
still want a fix…
