Can't complete the Dive Master achievement
It’s not “bugged” so much as it doesn’t work as expected. (By which I mean: it’s still very possible to get credit and there’s still something that ought to be changed.)
Some of the dives are very sensitive to your starting and ending location and it’s not at all obvious in the game. The way we think it should work is that swimsuit = on means we can start and end the dive and get credit. In practice, the swimsuit being on or off doesn’t correspond to being in the right spot.
The best way I’ve found to deal with this is to come with a mesmer (or be a mesmer) and set a portal (or better use portal → mimic → portal) before the dive so you can easily repeat it if needed. If it didn’t take, adjust your take-off spot and/or your landing spot.
The good news is that you know which dives you’ve completed right away. The old system only kept track of how many, so you could easily think you had completed a dive without having gotten credit.
tl;dr all the dives ‘work’ — unfortunately some of them don’t work the way we expect (and sure, ANet should do something about that… some day).

Could you describe in more detail what you tried? People are still getting credit for all the dives, so maybe there’s something we can suggest that would help.
Are the diving locations in the list correct? I can’t remember if the Diving Achievement list had the same issue as some of the coins.
This issue is heart-breaking, given how hard it is to get to the jump and then fall correctly so as to get to the pool. Have you attempted the jump using other characters on your account? I did the jump x5 on my human ranger fulfilling all the criteria, changed to my human mesmer, because I’d heard of bugged characters, completed the jump x2 with zip result, and was going to rage quit for the night, but gave it one more go, this time on my asura thief, and was completely shocked when that character pinged the dive on first try.
I can assure you that I did the jump correctly that 7 times which nearly drove me crazy. There were enough failures, which is why it really stings when you do it right but get no reward. All I can suggest is that, if you’ve not already done it, try with other characters on your account. It worked for me, and has worked for other players on some bugs.
To be honest I have 2 ideas on what it could be:
-it could be as maelys says > in that case IT IS a bug, bc you can’t just say “with enough tries it works so it’s not bugged”
- since I’m using the list on dulfy’s page, it could be as inculpatus says, and that would mean that the jumps that don’t work are already done and have the wrong number in dulfy’s list.
I’ll give a shot with both.

You don’t have to use diving skills to get credit. It’s possible that being in combat when you start/stop the dive might affect getting credit. Try to make sure you can swap skills first before putting on the goggles, attempting the dive (it can’t hurt anything to try that).
Regardless, I’m sorry that you’re still having trouble finishing it up. Good luck and please let us know when you final complete the chieve.
Ok I think I found the problem. It’s Dulfy’s guide that has the numbers in a different order. I could verify it by going on the wiki and completing a dive that had the number of the wiki and the one on dulfy.net different, finding that it was effectively like that.
I’ll look for a comparative image of the 2 lists like the one that was created for the coins. If I can’t find any I’ll create one and ask her to add it to the page.

FYI ANet used to have no numbering system for collections/achievements, so Dulfy created her own. For reasons lost in the Mists, ANet hasn’t used Dulfy’s numbers when they have added them and Dulfy hasn’t updated hers afterward — it’s worth telling her, but probably the best solution is leaving a note on the wiki and letting its volunteer editors make a note of the mismatch (as has been done for various lost coins in Silverwastes/Dry Top).
