I don’t care, i think it is accountbound item.
What happens when you double-click on it?
After you double click on it, it will disappear from your inventory, it just gets added to your finisher bank as a limited use finisher. You cah choose to activate it by H > and the finisher tab.
I can’t use it, because i have permanent version of this finisher.
does click and drag outside inventory work on it? (should give confirmation dialog for deleting)

Yep, need to write name of this item. But it is not work(( it is bugged!
I know you have a permanent version, but have you tried double-clicking it….just to see if it will disappear? If you have, and that doesn’t remove it, try CS. They may be able to help. Top of Page – Support – Submit a Request. Good luck.
