It demands that I learn the mastery for Exalted Markings before progressing, even after having both completed the quest before and unlocked the mastery, see image below.
just rezone (wvw and back is easiest) it will then recognise your masteries. I personally did have trouble with the achievement icons not displaying at all in subsequent plays of that story and everything after. I was still able to do them, just had no indication of progress or eligibility
