I recently built up enough gold to buy 500 gems so I could swap to an NA server, the gems show in the store but if I click to swap it says account balance 0.

You have to log out and then re-log in (completely, not just character swap screen) for total to be reflected. In other words, exit the game and then re-start and you will see your gems

Eh, I wouldn’t blame yourself. The UI for transferring leave a lot of room for misunderstanding at multiple points. (In particular, it looks an awful lot like the screens for guesting.)
