Very annoying bug due to Accountancy WP being the main WP in Rata Sum.
As a result you have to WP twice to get there from LA.

I suspect the issue is due to the map layer UI not enabled in LA.

(more seriously (or less seriously), I agree with your suspicions of the cause and I cannot think of any logical reason for the map to not have height layers/floors while in LA, though it has been that way since launch, at least)

I’ve now noticed the same problem from Black Citadel too.
