This is the correct NPC to turn this item into. In addition I tested trying to communicate to all other refuges there with it not working. I also went back to Diessa Pleatau but was unable to retrieve any more dirt covered objects.

This is a Critical Blocker bug as it blocks completion of content that will expire in 4 days.

Try finding the same item and turn it in with another character. More than one characters are able to obtain the same items, although one can be turned in on the first time.

I would like to thank Anet for helping zero amounts on this bug. Because of it I was unable to complete F&F and do not get my gauntlets.

Why exactly should I continue to play your content?

Probably should’ve filed a ticket, at least more issues are resolved there. The forums are probably the worst way to get help from devs, you’re more likely to hear fom other players here.
