I have spent 8 hours waiting, off and on, for Captain wiley in Gendarran Fields. He’s never in the cave nor is he on the sunken ship. The event he is part of never happens. He is necessary for the predator pre. Please don’t say it’s just a long wait time, I’ve already spent 2.5 hours solid waiting on a map.
