Just bought my charr elementalist the T2 cultural armor….and there is absolutely no difference between having the shoulder armor visible or hidden. Is this a bug or intended? I know it’s just a gold but it kind of irks me. She looks unfinished.

Some armor sets are just like that, it seems to be intended but I don’t know why.

The shoulders are already incorporated into the chest armor. They’re the little metal chains in the sides of the shoulders. If you equip the shoulder piece with a different chest armor you can see them.

The chest armor itself hides the shoulders for that reason, because they’re already part of the chest model. Why they did it that way, I’m not entirely sure. Maybe the armor just didn’t look right or had holes in it without the shoulder pieces, so they essentially “locked” them by tying them to the chest piece or something. But its not the only set like that. There are maybe half a dozen different chest pieces that hide shoulder armor because the shoulder piece is already included in the chest armor model.

It doesn’t really make much difference if you intend to use the full set, since the shoulders are visible in the chest armor. It does hurt if you want to mix and match (or just want to remove the shoulders), though. Almost certainly not a bug, more than likely just a design choice.

Some armors explicitly state that shoulders will not be visible when equipping that piece. I’m not sure about Charr, as I’m not sure I’ve ever looked at it.
