The NPC (Chhk the Windmill King) is not visible near his usual location, at the east Skill Point on Scaver Plateau in Queensdale. This is currently observable on the Tarnished Coast server.
Workaround: Logout and login. The NPC may be correctly visible in an overflow, if not on your normal server.
