This has gone on far too long now and im really frustrated at it.
Mesmer scepter #1 ability Ether Bolt.
- Supposed to: 3rd attack on it is supposed to confuse the target and summon a clone which casts ether bolt.
- Actual: No confusion effect, and summons a clone which melees with their scepter for 8 damage.
Mesmer 20 point Trait Phantasmal Haste
- Supposed to: Phantasms recharge 20% faster
- Actual: Phantasms recharge 0% (yes ZERO) faster

in addition to this, the trait to reduce scepter cooldowns by 20% is also not working on the #2 ability, it reduces by 0%
