When was the Guild commendation trader and Trait Guide removed from the Royal Terrace? And does anyone know why?

I did notice this…. think the commendation trader was removed recently for the lunar new year decorations. But wth…. there was no mention of this in the patch notes and please at least try and relocate the NPCs when any such thing happens.

This is very annoying now i have to port to LA for the commendation exchange, what is the point of royal pass if the NPC disappear??
