This would be easier to show than explain, but…

In options —>option controls, where there is a list of game functions on the leftmost and two rows of settings to the right, at the bottom of the list there is a sub-section for “Commander”.

All of the options under Commander are shown in a numerical code. I’m not a commander so I never really paid any attention to this section but the codes jumped out at me today. Maybe that is the way it always was and I just never noticed, but I am having problems with my settings and scroll wheel since the patches tonight so I’m wondering if this is new.

The first commander option that you can set keys for is shown as “((641149))”. The default setting is Alt + 1. The second option setting is for "((640866)), default setting of Alt + 2. The whole list for commander is like this. Forgive me please if this is the way it always was and is supposed to be, it just looked weird and since I’m having troubles anyway, I noticed it.

No, it’s not the way it’s supposed to be. Every time you see items in game (anything actually) with number surrounded by (( and )) it means the text for it is missing, due some bug or what not. At times it’s missing for your current language but usually it’s missing for all languages.
