Condition Duration Rune Bug
Yeah, it looks like the general +% condition duration effect simply isn’t working anymore. My skills I tested are doing the duration they do by default even though I have almost +50% condition duration.
Indeed, this needs to be addressed ASAP. An unscheduled hot patch would be probably be appropriate here, as it completely ruins just about every condition build. Giver’s weapons also do not work, and they NEVER worked. It has been 3 months (!) since these +10% Condition Duration weapons were introduced, and nothing has been done about it. I know they’ve said they’re working on it, but in the meantime we have tons of players with ruined weapons, and a tidy sum of wasted gold! Lame!

My testing indicates that for 2 Superior Rune of Lyssa there is not the expected 10% increase in condition duration for bleeding. I tested this using only these 2 pieces of armor and the Necromancer skill utility Blood is Power (BiP). The base duration for BiP is 30 seconds. The duration is not increased while wearing these 2 pieces of armor. The expected duration is 33 seconds.
EDIT: This was in the PvE area of Frostgorge Sound, level 80.

It would be nice if we didnt have to wait for the monthly content patches to get fixes out on stuff like this..
This really does ruin my Condition Duration Elementalist Staff
Least I recently finished my pure power/crit/tiny bit of toughness set, so I can make due until this (hopefully) is resolved quickly!
