The story line quest “Confront Councillor Haia” has a bug. The point to enter the instance is to close to the Asura Gate to Rata Sum. When you approach the instance you only get a dialogue box to exit to Rata Sum you do not get a box to enter the instance.
figured it out. Leave the the city entirely and enter from outside, I walked in from Soren Draa. Then just follow the green arrows to somewhere that is not the council chamber indicated in the quest text.
