Perplexity Runes do not apply the extra confusion duration.
How to test for the bug:
I am an engineer and have:
This should give me a total of 100% Confusion duration.
Now, since the Pry Bar gives 5s Confusion, it should be boosted up to 10s. When I consume food, I only get 8.5s of confusion which corresponds to 70% increased duration. I tried removing the Giver’s pistols and they do affect the duration. The trait and the food also does. So it only leaves the Perplexity runes to blame. Furthemore, I also tried to see if it was not being reported in the skill, but was actually giving the 10s duration but it was not. Anything I hit I can only see the 8s duration.
Please fix this.

I see, in no way, how this rune set is game breaking at all. Only a very few builds across all of the professions would even use this rune set. Also, confusion is one of the weakest conditions, even when upgraded like this.

The items do not work as stated. “Balance” is irrelevant here.; argue that elsewhere.

It is a bug whether you like it or not. Please don’t distract from the topic.
Did you actually test the confusion duration from pry bar, or relied solely on the tooltip ?
Afaik effects like “+ x% bleeding duration”, “+ x% condition duration from scepter” and such do not affect the tooltips, but work as intended.
I have seen the same problem, on boon duration skills.
For example, warrior with warhorn.
If you have a build with 20 points on Tactics with IX trait, the skill number 4 said:
Charge 12 seconds recharge
Swiftness duration 12 seconds
So I expect that i can run always with swiftness on, but I see that there is one second countdown from the first time i have used the skill and the second one.
This is only an example, but i have seen that all boon durations aren’t the ones displayed on the tooltips.

Yes, I tested for this. With my food buff up, I would hit mobs and try to see the duration of the applied confusion. As soon as the confusion pops up, all I see is the duration of 8s. This is consistent with the actual duration being of 8.5s. If the duration was indeed 10s, I should be able to see a 9 at some point. Tried this a lot before coming to post this bug.

In that case, it could be the casting time of the skill being close to 1s. Did you check the casting time?

BTW, I have noticed the tooltip problem a while ago. I actually didn’t think much of it as I thought it was just a tooltip problem. Only yesterday I decide to properly check for the actual duration.
For Anet: if you read this post, please either acknowledge the bug or this post so I know this bug is heard to see if it can be fixed.

Indeed it is. It made confusion come back into viability if you spec for it with these runes and build accordingly.
But on the runes not working that you mention has not worked since the start. Has this been posted before? I’m waiting for some acknowledgement from Anet at lest to be sure they know. If they have answered a similar post before, then it would be fine.
Just tested it and the (2) +15% confusion duration are not working.
The OP is correct. I have tested this as well. My mesmer build is heavy on confusion. Only +condition duration adds to tooltip or actual condition affliction times.
ANet, tooltips are crucial for players to understand their player abilities. It is part of communication. Hire some interns. Have them do reports about potential improvements. Make tooltips part of it. Have them validate that the tooltips reflect the in-game event. Have testers verify findings. Give a coder an easy morning of correcting the deficiencies. Problem solved, easy.
