Every time I restart the computer or have an internet outtage (which is constantly in this apparently 3rd world country) I have to re-authorize the account and keep getting totally different regions and towns in the area.

This is probably something I need to do on my end, getting a static IP?

It’s just that my inbox is getting absolutely flooded with these codes.

A static IP will help, but that is usually a feature of (more expensive) business internet connections. Not sure if a VPN will be able to do that though.

Anyway, if you authorize and ask GW2 to remember that IP, eventually you’d have covered all possible IPs that your ISP uses and the authorization requests stop. Probably took me 2-3 months before I reached that point… may take you less if you D/C frequently and get reassigned a new IP each time.

Question do you have a router? if so set your router in static ip from the router to your computer this way your computer will have its own assign static ip. even if your modem use a dynamic ip from a random ip pool to your isp. to do this you need to enter the router read the documentation of your router on how to set up and assign static ip to connect your device on your home network. on your computer on the right corner right click the internet connection icon go to open network and sharing center click the connection then click property then in the list find the one saying internet protocole tcp ip ver 4 click and open remove the automatic setting and enter the static ip address that your computer will always use to connect to your router. save the change. at that point you will need to reconnect to your router look for the icon on the bottom right side again click it, it should say connection are available click your router that you connect to, it should connect. then you can set it up so that it always connect to that connection each time it is in range.

having a static ip from your isp can be more costy and if you do not have a server at your place with your domain and web site to sell product or service you do not need a commercial static ip from the isp to your modem.

if you still have issue you could look on the isp side to see what is the issue and if they throttle the connection more then 16% if so then you could look to use a vpn to make a tunnel from your computer to a closer ip next to anet server, using a vpn can slow your connection up to 16% but you will have a more steady route to connect and being in a tunnel it can stop the isp from throttling the connection.
