Cooldown Reduction not applied to all skills
The actual reductions are applied and they do stack. It is a visual bug. The wiki had a note about that too or at least it used to. Maybe someone removed it. It’s been around long before the move to Grandmaster.
Illusionists Celerity actually seemed to be bugged in that it is applying a 20% reduction instead of a 20% faster recharge.
Isn’t that the same thing? What is the difference between faster recharge and cooldown reduction then? I was was looking at the tooltip where cooldown is listed next to cast time in the top right corner.
I do see what you mean though about it being applied correctly in the regular cooldown. Should be an easy fix then.

+100% recharge rate
and
-100% CD

20% cooldown reduction would lower Mirror Blade’s CD from 8 → 8*0.8 → 6.4
20% faster recharge would lower Mirror Blade’s CD from 8 → 100%/(100%/8*1.2) → 6.6666~
With both Mirror Blade should have 5.3333~ (there is some rounding as well) rather than the 4.8s right now.
Just a bit of addition to Nretep.2564’s post in case it’s not clear. The +100% recharge rate would only reduce Mirror Blade’s CD down to 4s (100%/(100%/8*2) while -100% CD would reduce it to 0s.
