Guild Wars 2

I’ve just made some Celestial Ori imbued inscriptions but I can’t make any weapons, I’ve made all the other crafting components, I have not already discovered them!
I’m only lvl 67, Do I have to be lvl 80 to make Celestial weapons? doesn’t say so in the tool tips. also the inscriptions do not appear in the discovery panel but the are in my bank. any ideas?

You have to buy the recipes from the trading post. They were drops during the Labyrinthine Cliffs event.
