Cultural armor not recognized
If you’ve bought other T2 Sylvari armor before, then that category was already credited to “The Emperor’s New Wardrobe” and “Sylvari Specialty Armors” with your first purchase.
If not, then I don’t know.
Did you happen to purchase those heavy T2 armors in the past for a different character before the wardrobe was released?
Each individual cultural armor item purchase only counts once toward the cultural armor achievements. If you have ever bought those armor items before then they were already counted and will not be counted again to advance the achievements.
We kind of have to write down or keep a mental note of which ones have been purchased since there isn’t any checklist of which ones remain unpurchased and uncounted for the achievements.

I’m at a loss for an explanation then.
You might want to contact support and explain it to them and ask them to check your account and verify that all purchased cultural skins have been counted toward the achievements.

Select “in-game issue” and then enter all appropriate information.
Be sure to select “achievement issue” from the “Issue” area drop down box.
They will contact you via the email address you enter and all correspondence will be through email replies with them.

As i understand it for those achievements you have to purchase one set of tier1 tier 2 and tier 3 armour for each race of any of the weight requirements.
So for example in the human one i could get t1 light then t2 heavy and t3 medium for that title. Buying t1 light, heavy and medium would only unlock the t1 part of the achievement so that you cant just spend the smallest amount of money on it.
So as i see it what Deltor has done is unlock t2 then tried to buy another t2 which wouldnt give any more progress to the title and is not bugged in anyway just not very well explained.
Oh and also it should just become unlocked upon purchase so the level requirement shouldnt matter for the title.

It doesn’t matter what weight class. You need 6 unique armor pieces from each Tier. 6 Tier 1, 6 Tier 2, 6 Tier 3 for each race. If you purchased Tier 2 before, then you have already fulfilled that requirement, and can not get credit again.

It also needs to be mentioned that their definition of unique is head, shoulder, chest, gloves, pants, and boots.
Do not do like I did and try to buy boots & shoulders for t3 for multiple weight classes. the unique skins do not count as unique for purposes of the achievement. The wording of the achievement is indeed vague and can be interpreted wrong but I don’t know how to word it better without making it extremely wordy.
Souldbund 18 pieces of unique _ cultural armor.
Really means :
Soulbind one piece of head, shoulder, chest, gloves, pants and boots of any weight class from each tier of cultural armor (18 total pieces).
Even then I’m sure my wording could still be interpreted wrongly.
And, it must be purchased solely with Gold. No Glory armor, etc. will suffice. (I am aware that Glory armor is no longer available, but still…)
