Guild Wars 2

Since the march 26 patch dagger storm will not hit near by targets. This is an off and on problems sometimes it does and some time I can go through a whole dagger storm not hitting one target. I can be literally standing next to my target and it will not hit.

This explains a lot. I had many instances even before the recent update of my daggers not hitting anybody at all.
