Simple bug, easily reproducible:

Salvaging PvE items in the Heart of the Mist using normal salvage kits does not count towards the Daily Recycler stat.

P.S.: The item I was salvaging was [Valuable Metal Scrap]

When you are in the Heart of the mist, your daily changes to the PvP daily, therefore the PvE daily is no longer active while there. Any actions do no apply to the PvE daily. This has been brought up in the past and that was the answer given at that time.
