I just ran into this same issue, was trying to do collection for MInstrel, but Tootsie is absolutely impossible to kill right now. During the phase where you’re supposed to be able to stop her from running away, we had like 10 people there applying CC and the breakbar went down by maybe 10%.
Totally broken.
