I cannot proceed with my personal story. I am stuck trying to read Gixx’s letter. But I do not have it, nor is it in my mail.

I have the same problem. That entire mission seemed Very bugged.
I read the letter. then deleted it. And it still says I need to read it.
??

Try entering your personal instance in the city and see if it skips you to the next step. Still needs to be fixed but it might get you unstuck.

Logging out and shutting the game down and coming back in made the letter magically pop back in my mailbox.
