I finished the HoT storyline with my Herald, who chose to follow the Order of Whispers.
I did NOT receive
- the Golden Whispers Buckle,
- the Waterproof Whispers Padding, and
- the Dragonvine Whispers Strap
upon completing the according chapters in the storyline.
I did not have the issue with my other two characters who received the Vigil and the Durmand Priory storylines’ reward upon completion of the according HoT chapters.
Has anyone else encountered this issue before? Could it be that I played HoT before the character had finished Season 2?
Many items require you to play the associated chapters with the character that first chose the item that begins the collection.
If you started the Agent’s pack with another character, you will need to finish the collection with the same character. You might check to see which character has the Novice’s Pack.

No no, I am talking about one and the same character here, the one who picked the Whispers storyline. I thought I’d made that clear in my initial post.
Edit: Again, the Whispers character did not receive said Whispers items upon completion of the chapters that reward said items.
So far, I have only this one character that chose the story path of the Order of Whispers, so that cannot be the reason for the problem I encountered.
Unless “you must finish the story on that character to complete it” means that I indeed have to finish Season 2 with this character in order to “finish his story”, because I certainly did finish HoT with him already and did not receive said item rewards that are given in specific chapters.
Here’s the good news: the Novice’s Pack arrives soulbound, to the character who chose it for the story reward, so you just have to cycle through your toons, filtering your search on ‘novice’. (If if makes you feel any better, I just had to do that.)
(Or you can use a site like GW2 Efficiency to search through your entire menagerie, bank included.)

You seem to be hung up on which character chose, in the Personal Story, the Order of Whispers as an Order. It doesn’t matter if you use an Order of Whispers character, or a Vigil character or a Priory character in the Heart of Thorns story.
The only thing that matters is which character has the Novice’s Pack. That character can be Whispers, Priory, or Vigil. It matters not.
When you find that character, since the Novice’s Pack is soul-bound, you will find the character that needs to complete the HoT story for the missing items.
Ohhh, okay, got it now. Well, too bad I deleted all those packs after I unlocked the item for the achievement and skin (since their stats are useless). Now I have to guess…? Any other way I can find out which char unlocked it?
Not that I can think of. Though, perhaps some one else might have an idea.
The CS Team might be able to tell, but I don’t know if asking them to do research for you would be possible or acceptable. I’d feel bad asking them to do so, but that’s just me.
Each of the unlocked collections indicates that you have chose the corresponding pack on at least one character.
You just have to move each character that has completed Prisoners of the Dragon far enough into the story to get the next piece for the collection then you will know which backpack was selected for that character.
Edit: Thank you, guys! Found it. You were right, of course. I had completely forgotten that I had started HoT with my Mesmer as well, because I barely ever play him. Oops!

Well you don’t have to do all of it with one character either.
For example I started my whisper collection with my mesmer and finished it with my thief. It’s just that any character you want to use to progress the story part of the collection must select the corresponding backpack from Prisoners of the Dragon.
As for the rest of the items you can do it on any character. One thing to keep in mind in case you haven’t finished any of the collections is that the exotic versions of the backpacks are soulbound on acquire. If you have any interest in equipping these make sure you complete the collection while on the correct character(not sure if the bouncy popup chest is account or soulbound).
