Didn't know Fractals scaled like this.
The Archdiviner is supposed to go invulnerable at certain points of the fight – that’s when someone has to grab the hammer for the seal. That happens in increments of 25% on his life bar. No bug here.
IIRC, the other three invulnerables in that particular fractal are due to a running-amuck non-exploit code they put in whereas (basically) the concept is if the mobile cannot reach you to damage you, you cannot damage it. In these other non-Archdiviner scenarios, that code is triggering when it should not. (Because there’s a clear path between the mobile and yourself for it to run through.)
This is a general issue, not directly specific to Fractal scaling.
I’ve seen this issue while using long range weapons. It needs to be fixed on their end, but until then, if you move around and change your relative position to the mobile, it bumps the code to correctly realizing that the mobile can, in fact, come to you and hit you.

Lol. Thanks for trying to find good reasons, but he was not at one of those points. At Fractals 31, i know the fight. It is definitely a bug. If he was at the 25% increment he would also be stunned, which is not the case. One of the pictures clearly show him running.
In the other fractal.. I’m standing at 3 different platforms. Does it look like It can not hit me? The same goes for the normal mobs in Archdiviner Fractal – One of them were right in front of me! I get what they try and do with the invulnerability, but it sure isn’t working anywhere near as intended. Furthermore once they find out they can attack you, while you’re trying to find a better spot, you’ll get nuked from behind from time to time.
As a last detail I’m not traited for extra long range.
