This is almost always caused by a full mailbox. There’s a bug where the mailbox count (x/10 messages) doesn’t count some messages, but they do fill up the inbox and prevent new mail from being received. Try clearing out your inbox, and waiting for the mail to arrive. (It can take several minutes.)
This bug has been known for a long time now. Any word on it getting fixed? I have mail (like story-related messages) that I sometimes want to hang on to, and they’re not supposed to count against my inbox size.
