I was in Diessa Plateau and I realized I had everything done except for the North Nolan Hatchery PoI. When I got to the hatchery I clicked enter instance and at the same time it showed map completion. But I did not receive a reward, a message, or anything for that matter. So my question is, Am I ever going to see that reward or is it gone?

You can only receive the reward for a map completion once. It is likely that you already completed that map before the new POI was added, and received the reward at that moment.
If that is the case, then it is normal you did not receive it a second time.
