I don’t think so. Both upgrades have been available to me (I already have Deluxe or better versions of all) , and others, since they were placed in the Gem Store. They work a bit like Bank Upgrades; still offered even when you have the max amount.
Yeah, I wish the gem store would keep track of what the player has purchased and not offer the same item after the max has been reached.
