I would like some clarity on this; the wiki states one stack of penalty lasts 60 seconds, however upon testing with friends we are finding no penalty happening at all in WvW, sPvP, and PvE. Multiple downs in under a minute are adding no penalty. Is this working as intended and the wiki is incorrect or is something else wrong?
