i went to Queensdale to run CM on my 41 guardian. stopped by to do a DE, killed some stuff. i looted a lvl 8 robe that gave +6 to vitality. is this intended? if so, why would i ever go to a lower level zone if 1) im not challenged (2-shotting everything), and 2) not getting any rewards?

That is working as intended. You won’t be getting “at level” stuff 100% of the time. The only place which does that is WvW.

As for why, some people might want to go back to a lower zone to get crafting materials either for alts or because they didn’t start crafting until they were higher level. Another possibility is to get a certain skin for transmutation, some skins only seem to drop in certain level ranges.
