A friend and I have both long since hit level 80, but we’re still exploring various earlier zones, getting Jumping Puzzles and Achievements and soforth. Recently, I’ve started getting zone-level junk from large chests at the end of events like Frozen Maw and Jumping Puzzles, stuff in the level 13-15 range, while my friend is opening the same chests and getting stuff level 78-80. This isn’t happening from Dungeon Chests, thankfully, but every other chest in the game is giving me watered-down loot while giving her appropriate stuff.
