Dragon's Jade Weapons
The Black Lion Weapon Specialists should take your Jade Weapon ticket.
You used to be able to just double click jade weapon claim tickets to open up a vendor to enable the exchange. That works for BL tickets (and scraps); I can’t test whether it still works for dragon’s jade.

Ok, good to know. Have you tried taking the weapon tickets to the normal black lion weapons specialist?
I figured it out. It just has to be claimed at one of the major cities other than Lion’s Arch. I’m at Divinity’s Reach and I can purchase it through their vendors.
Yay! Good. But, just so you know, you could have probably gone to the same Black Lion NPC in LA and gotten it there. I didn’t even know the skritt had an option to give you weapons now.
That’s why I was confused, I checked every vendor in that area, but only the skritt had the Jade Dragon Weapons.
The weapon specialist will always be next to the black lion agents at the Black Lion HQ. He’s not in the vault, as far as I know.
That would probably answer that question as well. I didn’t think there would be a specialist outside the vault since there is literally 30 of them in there.
