Dredge Commissar Chest Not Spawning
You could be suffering from Diminishing Returns. I know it affect Rhendak: after spending so much time in the same spot, you end up getting reduced rewards.
The easiest way to see if that’s happening to you is to review the base amount of karma gained (that shows up with the gold/silver/bronze medallion — not the karma actually gained, since that can be affected by buffs). In the case of Rhendak, the first impact of DR is a ~30% loss of karma + no ‘ground chest’ and no bonus chest (the bouncy one); you just get the boss bag.
If it’s DR, then you just need to take the toon out of the spot for about an hour (real time) so it wears off. The longer your toon stays around, the longer it takes DR to wear off. Also if you keep returning without letting it burn off all the way.
I handle Rhendak by alternating the characters parked there. Sometimes I can go 2-3 weeks without hitting DR, but sometimes it’s only 2-3 days.

The community doesn’t have good info on DR, so I’m not surprised it hasn’t made it into the wiki for specific events.

- A guild posted on reddit the results of testing doing a certain farm. They offer a plausible theory about kill counts (e.g. after X kills, you start getting worse loot; after X+Y, worse yet loot — to fix it, you go somewhere else and kill Z things).
The kill-count theory makes a lot of sense, but it doesn’t explain how/when/why DR affects events and event rewards. The wiki doesn’t mention kill counts, but it does discuss time and repetition.
Time spent near Rhendak completely explains the reduced karma (and absence of rewards) and why it can trigger after just a few fights or not until after two dozen. Since Rhendak can take 1-15 minutes per kill (waiting plus combat plus looting plus inventory management), the time adds up quickly.
I suspect — without sufficient evidence to back my claim — that it’s a combination of just about anything ANet could think of to reduce the rewards from narrow-focus farming, especially places/methods that could be easily botted.
- Kill count
- Time spent
- Repeated events
- Small ‘locus’ of combat (i.e. you don’t move much relative to a particular spot)
My theory is that DR triggers from any and any combination of above. And thus reversing means moving away from the farm area, the farther (and longer) the better. That’s why people go to WvW to remove Rhendak DR: it’s far and easy to spend an hour in the mists.
In practical terms, for Comrade Commissar, you could park say four toons (instead of six). When one hits DR, replace it from the bench.
