I’m pretty sure lv80 exotic back items are supposed to have an upgrade slot, but this does not, making it quite the weak back item.
It’s a legit complaint, but I also suspect that it’s intended to follow through a sequence of upgrades — strongly encouraged by the zone mastery achievement — to end up as something better. So … this may be intentional, IDK?
The second item doesn’t have an upgrade slot either. Looks like the same issue as the Forgotten Seal.
