From my understanding of the reward tracks, once you complete a dungeon’s story mode the reward track should be unlocked permanently, https://www.guildwars2.com/en/news/pvp-reward-tracks-and-gear-unification/. After the patch, I completed Arah story mode and completed the track once. I reactivated the track after completing, because I assumed the track was unlocked permanently. I haven’t played PvP in awhile to work on getting my WvW meta achievement. I logged on to the mists a few days ago and noticed I’m unable to activate the Arah reward track.

Does this mean completing the reward track unlocks it for only one round and then you are required to complete story mode again to unlock it “permanently?”

The track unlock for Arah specifically was bugged when the 4/15 feature patch was launched. It wasn’t fixed until two days later in the 4/17 patch. If you didn’t do Arah story after 4/17, you need to do it again to properly unlock.
