If you use your frost bow conjure and quickly press 4 while in staff mode with the fire attunement(which I like to do to instantly get the aoe going), you will use burning retreat and your frost bow conjure ability will go on its full cooldown without conjuring the weapon.
This may happen to other conjured weapons too but this is what I’ve seen.
It may be hard to recreate because I live in Australia and so with my high ping these things happen often.

They do or else the bug will be forwarded. But you cannot expect an answer here. If there is an answer it will ask for more details and not to make sure that you know they had read it.
It is better to work on a bug than to communicate about it.
