I dont know about fire axe, but afaik ring of fire works. The target has to cross it, he won’t get burning if he is standing inside the ring when you cast it.
Yes I stand corrected. casting the edge of ring onto someone doesn’t work; they have to cross it from one side to another.
However, the tool tip info on conjure fire axe is still incorrect. Conjure fire-axe does not cause burning of any kind on activation.

That’s interesting, it might be related to the bug that’s causing Soothing Wave to not give regen.
