Can’t use this in Heart of the Mists? Bug or intended? If intended, then that is really disappointing.

going by the item_details api, items have a list of game_types (pve, pvp, pvp-lobby etc.) where they can be used in. By the look of it, that tonic doesnt have the pvp-lobby game_type enabled. I noticed the same with the Unbreakable Choir Bell being the only instrument you cant use in the Heart of the Mists, all of the others are fair game, though.
Well that is kinda depressing.
