The Eureka collection is simply not even on Grandmaster Craftsman Hobbs at any tier for me. I already have each other legendary collection unlocked.

There is no collection to unlock. Go to the fifth tab down, and you should find the recipe for the first tier precursor, Hypothesis.

Yeah, it confused me, too. I’d prefer if Hobbs at least offered some information about how to start it. Maybe a free unlock.
